I have had some correspondence in regard to my motion with the Minister for Power and Transport and, by agreement, I am not moving it.
I should explain that Deputy Russell agreed not to move his motion at the request of the Minister for Transport and Power. As the Minister only recently took charge of the new Department, he asked Deputy Russell not to move the motion, and Deputy Russell kindly agreed, until a later time to be arranged to the mutual satisfaction of the Deputy and Minister.
Is it proposed then to give Government time to it when the Government is ready?
That question has not been raised.
It is necessary that the consent of this House be given in a matter of this nature, when it is Private Members' time——
As far as I can remember, it is quite a common thing for an arrangement like that to be made between the Deputy sponsoring the motion and the Minister in question.
I understood that a motion which is not moved goes to the bottom of the list, and that has been the practice in this House irrespective of any agreement between a Minister and a particular Deputy unless the consent of the rest of the House is given to that agreement.
The established rule is that when motions are not moved they go to the end of the list.
