asked the Minister for External Affairs whether it has been decided that diplomats accredited to Ireland, when presenting their credentials, will do so on an informal basis and without making a formal speech as heretofore has been the practice; and, if so, if he will state the reasons for this decision.

The ceremonial of presentation of Letters of Credence by foreign representatives accredited to the President has recently been modified in one, but only one, respect, namely by the omission of formal addresses on such occasions. The purpose of this change is to bring the practice here into line with that which now prevails in most countries.

The Deputy will be aware that it was in the past the custom in many countries to have such formal speeches on the occasion of the presentation of Letters of Credence but that this practice has been largely abandoned in recent years.
