asked the Minister for Local Government when he will introduce the new road traffic legislation.

A White Paper will be issued shortly setting out the main provisions proposed to be embodied in new road traffic legislation. The Paper will indicate the reasons why this procedure is being adopted in advance of the introduction of the Bill. It is not possible at present to indicate precisely when the Bill can be introduced.

I could not hear the beginning of the Minister's answer.

Could the Minister give us any idea when this will be ready?

Read the answer.

Would the Minister afford the courtesy of answering a question? I am asking the Minister a reasonable question. Could he give us any idea when this will be ready?

The Deputy was told. It is not a reasonable question.

It is a reasonable question in view of the fact that I have been asking it for 2½ years.

That does not make it reasonable.

Not to the Minister but it shows how unreasonable the Minister is that the Minister will not answer. What impertinence one has to put up with from Ministers! I think the conduct of the Minister is such that it should be reported to the Committee on Procedure and Privileges.

I asked the Minister at the beginning whether he would mind repeating the first part of his reply. I never heard it. Since this week, because of other circumstances, perhaps, Ministers are not speaking at all in confident terms. That will go on for a long time until they get out and let somebody who can do their job do it.

Oh, my goodness!

That does not surprise me. Nemesis is overtaking you.
