Mr. Ryan

asked the Minister for Justice what steps have been taken to provide an adequate number of suitable pounds for wandering horses in Dublin city in order to prevent the continued damage, nuisance and danger being caused by wandering horses in Dublin suburbs.

Dublin Corporation, which is the authority required by law to provide pounds in the City area, has, I have been informed, recently provided a pound at Cabra and is, I understand, at present taking steps to provide another in the South side of the City. These pounds should prove adequate for requirements.

Can the Minister, as Minister for Justice, or the Commissioner of the Garda Síochána, insist on local authorities—in this case it is the Dublin Corporation—providing pounds where the Garda consider they are necessary?

The provision of a pounds is a matter solely for the local authority. The Garda make use of them.

The Garda cannot compel local authorities to provide pounds?

No. They can only recommend the provision of them.
