Written Answers. - Housing Acts Providing for Reductions in Valuation.

asked the Minister for Local Government in respect of Housing Acts passed since the State was established the short title of each Act providing for reductions in valuation and a short description of the valuation provisions of each Act.

The following table lists the statutory provisions included in Housing Acts passed since the establishment of the State, providing for remission of rates and temporary reductions in valuation for rating purposes.

Housing (Building Facilities) Act, 1924.

A remission of rates during nineteen years, decreasing annually by one-twentieth from nineteen-twentieths in the first year in respect of grant houses.

12 of 1925.

Housing Act, 1925.

Similar provision to above in respect of new grant houses. Where a reconstruction grant was made, rates to be levied for seven years on the valuation as it was before the reconstruction.

12 of 1929.

Housing Act, 1929.

As in previous Acts for new houses. No provision for reconstruction grants.

50 of 1931.

Housing (Miscellaneous Provisions) Act, 1931.

Remission of two-thirds of the rates for seven years in respect of any house of floor area not exceeding 1,250 square feet, built after the passing of the Act, other than houses built by local authorities.

19 of 1932.

Housing (Financial and Miscellaneous Provisions) Act, 1932.

(1) Where a grant was made by the Minister under the Act to a person or public utility society in respect of the erection of a house commenced after 1st April, 1929, and before 12th May, 1932, and completed on or before 31st December, 1932, remission of rates as in Act No. 14 of 1924.

(2) Where a grant was made by the Minister under the Act in respect of the erection of a house commenced after 12th May, 1932, (other than a house erected by a public utility society for letting) remission of two-thirds of the rates for seven years.

(3) Where a reconstruction grant was made by the Minister under the Act in respect of a house, no increase within seven years of completion of the house either in the valuation of the house or of the hereditament or tenement on which the house was built.

13 of 1936.

Housing (Financial and Miscellaneous Provisions) (Amendment) Act, 1936.

In lieu of the provision in the Act of 1932, provided for no increase in the valuation for seven years as a result of reconstruction.

3 of 1939.

Housing (Amendment) Act, 1939.

Extended new house grant provisions of the Act of 1932 and applied the provisions of the same Act relating to relief from rates to such extension.

2 of 1946.

Housing (Amendment) Act, 1946.

Provisions similar to those in the Act of 1936, for reconstructed houses now applied to hereditaments or tenements where an extra room, hut or chalet is built with the aid of grant for a person suffering from pulmonary tuberculosis or where such an extra room is added to a house built or reconstructed with the aid of a grant under the Housing (Financial and Miscellaneous Provisions) Acts, 1932 to 1944.

Housing (Amendment) Act, 1948.

(1) Where a grant is made under Section 16 of the Act for the erection of a house, a reduction of two-thirds for seven years in any increase in valuation attributable to such erection.

(2) Where a grant is made under Section 16 of the Act in respect of the reconstruction of a house, no increase in valuation as a result for seven years.

25 of 1950.

Housing (Amendment) Act, 1950.

Applied the provisions of the Housing (Amendment) Act, 1948, as outlined at (1) above to houses for the purchase of which grants were made under Section 6 of the 1950 Act, or for the erection of which grants were made under Section 17 of the 1948 Act. It also applied the 1948 Act provisions at (2) above to houses for which reconstruction grants under Section 8 of the 1950 Act were made by the Minister and no grant was made by the housing authority.

Housing (Amendment) Act, 1952.

Similar provisions to those made by the Housing (Amendment) Act, 1948, for reconstructed houses are made by this Act for houses in which private water and sewerage facilities are installed with the aid of grants under the Act.

16 of 1954.

Housing (Amendment) Act, 1954.

(1) Similar provisions to those referred to above in respect of the Housing (Amendment) Act, 1952, were applied by this Act to houses for which grants for repair or improvements are made under Section 12 of the Act.

(2) The provisions of the Housing (Amendment) Act, 1948, relating to reduction of valuation for rating purposes in the case of new houses were applied by this Act to new houses erected for letting under Section 13 of the Act.

31 of 1956.

Housing (Amendment) Act, 1956.

Similar provisions to those noted above for the Housing (Amendment) Act, 1952, were made in this Act in respect of houses in which private water supply and sewerage facilities have been installed with the aid of grant under this Act.

27 of 1958.

Housing (Amendment) Act, 1958.

For houses erected with grants under Section 16 of the Act of 1948 and where the valuation appears in the Valuation List for the first time on or after 1st March, 1959—a reduction in the valuation over nine years decreasing annually by one-tenth from nine-tenths in the first year to one-tenth in the last year.
