asked the Minister for Justice if he will introduce legislation to enable local authorities to deal promptly and effectively with the serious problems created by itinerant encampments.

I would have no hesitation in introducing legislation if I thought that it would enable local authorities to deal promptly and effectively with the problems created by itinerant encampments but I am not prepared to take the initiative until I see my way clearly and until I am satisfied that such legislation would not do more harm than good.

The Parliamentary Secretary is actively engaged in a study of the problem of itinerants in all its aspects with a view to making proposals to Government as to what might be done.
