Vol. 181 No. 11

Ceisteanna—Questions. Oral Answers. - University Indemnifying Legislation.

44.

asked the Minister for Education the estimated cost of the indemnifying legislation at present before the Oireachtas arising out of the improper practices carried on over the last eleven years by the Governing Body of University College, Dublin, and its President.

The only cost directly relatable to the legislation in question is the cost of printing and paper. It is estimated that this will amount to £50.

Is the Minister in a position to state what was the cost of the salaries and emoluments of the people who were appointed illegally over the last eleven years?

That is an entirely different matter.

Surely it arises out of the fact that there is indemnifying legislation before the House?

It does not arise out of the question.

45.

asked the Minister for Education whether the Government sought the advice of the Chancellor and Senate of the National University before submitting the indemnifying legislation at present before the Dáil; and, if so, whether they approved of the proposals.

The Government did not consult with the Chancellor and Senate of the National University before deciding to introduce the legislation at present before Dáil Éireann nor did it consult with the President or the Governing Body of University College, Dublin, before coming to this decision.

If that is so, is it not true to say that the Government nominees acted in grave dereliction of responsibility in failing to give this information? Could I ask the Minister does he agree or not agree with that statement? I presume from his silence——

Questions are questions of fact, not opinion.

—that there was dereliction of duty.
