Mr. Ryan

asked the Minister for Local Government whether the Dublin Corporation estimates the tips received by a person in the catering business when calculating differential rent; and, if so, how the estimation of such tips is made and the legal authority for including tips in the calculation of the rents.

The assessment of family income under the differential rent scheme operated by Dublin Corporation is a matter for the housing authority. I am not in a position, therefore, to say how the estimation of tips is made. Article 7 of the Housing (Management and Letting) Regulations, 1950, provides that in determining rent, the housing authority may take into account the financial circumstances of the tenant.
