asked the Minister for Local Government if, in view of the very bad harvest and the low prices, especially for young cattle, he will request the county councils to give extra time to farmers for the payment of this year's rates.

I am not empowered to instruct rating authorities to defer the date for receipt of either moiety of the rate. Where, however, exceptional local circumstances affect the ability of particular farmers to pay their rates and local authorities grant a reasonable extension of time for payment, I would be prepared to consider sympathetically any consequential proposals from such local authorities to grant a corresponding extension for the purpose of calculating rate collectors' bonus.
