Wheat for milling may be imported only under licence granted to persons who are registered wheat importers in accordance with Section 47 (3) of the Agricultural Produce (Cereals) Act, 1933. A quota system is not operated in connection with the grant of licences but, in practice, the quantity imported is limited to the quantity necessary to meet the requirements of the flour millers in excess of their home-grown wheat quotas.
Licences for the importation of wheat for seed are granted on a quota basis to authorised assemblers of home-grown seed.
