asked the Taoiseach what group or groups comprise those listed under "Others" in the weekly return of numbers on the registers at employment exchanges and branch offices of the Department of Social Welfare issued by the Central Statistics Office; and whether those who sign but do not receive any payment either because they are out of benefit, suspended during investigation of claim, or not in benefit for any other cause, are included in these groups.

The heading "Others" in the weekly return of numbers on the Live Register, issued by the Central Statistics Office, covers those persons on the Live Register who are not claiming Unemployment Benefit or applying for Unemployment Assistance but who, by registering, obtain credited contributions. Is also includes all other persons on the Live Register who are not claiming Unemployment Benefit or applying for Unemployment Assistance, but who are seeking work through the Local Offices of the Department of Social Welfare.

Persons who sign but are not in receipt of any payments pending investigation of their claims or applications are, in general, classified as claimants for Unemployment Benefit or applicants for Unemployment Assistance and are not assigned to the "Others" category. Other registrants who are not in receipt of Unemployment Benefit or Unemployment Assistance are included in the "Others" category.
