asked the Minister for Agriculture whether he will revoke the order of 24th November, 1960, regarding the export by sea of horses for slaughter in view of the fact that purchases and arrangements had already been made in this trade by exporters, horse owners and horse dealers prior to the date of the order; or if he will now take steps to ensure that immediate losses will not result from commitments undertaken by such interests.

I do not propose to revoke this Order. It was made on the 17th November—not on 24th November—and reasonable notice was given of the new arrangements which it involves.

Does the Minister consider it reasonable to make an Order effective on the 24th November in connection with the shipment of horses, considering that it takes so long to make arrangements for the purchase of space on a ship, and for planning the itinerary of the ship, in addition to the purchase and examination of the horses for export? Is he not prepared to facilitate people who found themselves so committed, who have a ship coming along possibly in a couple of days' time, and who cannot put the horses on now under the new regulations? If they had been able to do it today they would have done so, but they could not have anticipated the position in which they find themselves today regarding these commitments.

I have met the interests concerned in the shipment of horses. I have heard their claims and listened to them sympathetically. To whatever extent they had animals assembled prior to the making of this Order, I have endeavoured to meet them by allowing shipments to take place, as announced yesterday. I think I have endeavoured as best I could to meet any legitimate claim which could be made to me.
