asked the Taoiseach what effect the decision by the E.F.T.A. countries to advance the tariff reduction of 10 per cent. to 1st July, 1961 instead of 1st January, 1962 is likely to have on the competitive position of Irish industrial and agricultural exports in the British market.

In reply to a Question addressed to me on 24th February last, I indicated, in general terms, the way in which our industrial and agricultural exports to Britain might be affected by the establishment of the European Free Trade Association. I then stated that, as tariffs on industrial goods entering Britain from other members of the Association are progressively reduced, we must expect our industrial exports to meet progressively market from those countries. I also explained the position in relation to agricultural exports.

The recent decision of the EFTA Council to advance by six months the next tariff reduction, which, under the Convention, was due to take place on 1st January, 1962, means that industrial exports to Britain from the other members of the Association will enjoy the advantage of this particular reduction six months earlier than would otherwise be the case. The decision does not, however, involve any change in the régime applicable to imports of agricultural products to Britain from those sources.
