Committee on Finance. - Vote 1—President's Establishment.

I move:

That a supplementary sum not exceeding £400 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of March, 1961, for the Salaries and Expenses of the Office of the Secretary to the President, and of certain other Expenses of the President's Establishment (No. 24 of 1938) including a Grant-in-Aid.

This supplementary estimate is required to meet an increase in the pay of the Secretary to the President following the grant, with effect from 1st April, 1960, of flat annual rates of inclusive remuneration for Secretaries formerly on scales with incremental progression. I believe it has been considered many times before that the Secretary's salary should be a lump sum, not a scale, and that it should be the same for all Secretaries.

On the basis that the Secretary cannot certify that he has worked properly?

He has the same work to do all the time.

Is it not the practice in relation to increments that the head of the Department must certify that the officer concerned has performed the work satisfactorily?

That is true.

The Secretary cannot certify for himself. Is that not the point at issue?

That is right.
