Vol. 187 No. 6

Ceisteanna—Questions. Oral Answers. - Radio Éireann: Performing Rights Society Fees.

20.

asked the Minister for Posts and Telegraphs whether fees are payable by Radio Éireann to the Performing Rights Society; if so, what amount was so paid in each of the past ten years; and whether these fees cover the use of radio sets in restaurants or similar establishments.

This question is properly one for Radio Éireann but as one part of the question relates to the activities of Radio Éireann when it was the responsibility of the Minister for Posts and Telegraphs, I propose to answer it so far as I can.

Fees are payable by Radio Éireann to the Performing Rights Society. The amounts so paid are the subject of formal agreement and are related to the number of licences in force, but it would be contrary to general practice in relation to contracts and contractual arrangements to give details. The fees paid do not cover the broadcast in restaurants or other public places of material protected by the Society.

Is the Minister aware that within the past few months these people have been demanding 150 per cent. of the dues demanded last year on small hoteliers and small café owners and will the Minister assure this House that he will take steps to safeguard people in such a small line of business?

I am not so aware. The Performing Rights Society have certain rights and they protect their members. I do not think I have any function in respect of the Society, as suggested by the Deputy.

In view of the unsatisfactory nature of the reply, I give notice that, with your permission, I propose to raise this matter on the Adjournment.

I shall communicate with the Deputy.
