Committee on Finance. - Vote 6—Office of the Minister for Finance.

I move:

That a supplementary sum not exceeding £850 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of March, 1961, for the Salaries and Expenses of the Office of the Minister for Finance, including the Paymaster-General's Office.

There is a small sum of money required under two subheads but the sum, of course, is relatively substantial under these two subheads. The first is travelling expenses. A number of items which were unexpected cropped up during the year. In particular, I should mention sending officials across to deal with the G.A.T.T., which was not foreseen. Secondly, my Department had also to send a delegate or two, I think, to the European Economic Co-Operation Plan, which was not expected at the beginning of the year. These two, in particular, have added to the excess on the vote for travelling expenses which has caused the necessity for a Supplementary Estimate.

Incidental Expenses is an item which also was not foreseen and which I mentioned here on another occasion. In our attempt to get more officers of the type of administrative officers we adopted the new scheme of taking the four or five best men coming in as junior executive officers, giving them the option of going to the University and paying their fees during that time. It is the fees arising out of this first year of the scheme that has caused the excess on the Incidental Expenses side. The additional sum required is £1,680.

How many availed of that scheme?

I do not understand the Minister's last comment because the explanatory note at the bottom of the Supplementary Estimate seems to indicate that it is for a number of other items of which fees for training is only one.

"Additional sum required to meet the cost..." is the usual thing.

Is that the standard block subheading for the whole lot?

Yes. The item I mentioned is the principal one.

Were the junior executive officers who came forward to be administrative officers selected or were they the first five?

It was offered to the first five and they all accepted.
