Mr. Ryan

asked the Minister for Local Government when he expects to introduce legislation to remedy the unsatisfactory delays in the taking over by local authorities of road ways and services in new housing estates.

It is proposed to deal with this matter by giving local authorities more effective powers to compel developers to discharge their obligations. Provision is being made accordingly in the Local Government (Planning and Development) Bill, 1960, which has already been introduced.

Mr. Ryan

asked the Minister for Local Government if he is aware of the failure of the Dublin County Council to indicate to the parties concerned the matters to which attention is necessary before the County Council will take roadways and services of the Manor and Perrystown Estates in charge; and that this is one of the causes of the delay in having the roadways and services taken over; and if he will make a statement on the matter.

I understand that a survey of Manor Estate is at present being carried out by Dublin County Council and that they propose to deal with Perrystown next. As the surveys are completed the developers will be informed of the matters requiring attention. I am informed however that when the developers of Manor Estate made their request some months ago for roads and services to be taken in charge they were furnished with an interim list of necessary works but these have not yet been carried out.
