asked the Taoiseach the approximate average number of persons who enter insurable employment for the first time annually, and the estimated average number of persons who emigrate annually.

The only available information on the first part of the Deputy's question relates to the number of new social welfare insurance cards issued in each insurance year. The average number of new insurance cards issued to males in the period January, 1956 to January, 1961, covering five insurance years, was 27,938 per annum, while the average number of new cards issued to females in the period July 1955 to July 1960 covering five insurance years, was 26,668 per annum. Thus the average total number of new cards issued to all persons, disregarding the non-coincidence of the insurance years for males and females, was 54,606.

No estimate is available of the number of persons who emigrate annually.
