Insurance Bill, 1961 — First Stage.

Leave granted to introduce a Bill entitled an Act to provide for an increase of the aggregate amount of the liabilities which may be incurred by the Minister for Industry and Commerce under the Insurance Act, 1953, in relation to guarantees given by that Minister with respect to the insurance of risks in connection with external trade. — (Minister for Industry and Commerce).

Is the Bill ready?

Yes; it will be circulated this evening.

It should have been circulated six months ago if the Government were doing their job.

There is a great deal of work being done by the Opposition.

It is a long time since we heard Deputy Moher. Perhaps we will hear him on agriculture. He has been muzzled lately. We will hear him today on agriculture.

I am sorry we could not say the same of the Deputy.

I could not hear the Minister for Local Government. Would he like to repeat?
