asked the Minister for External Affairs if any negotiations or exchange of views have taken place between Ireland, Sweden, Austria and Switzerland concerning the possibility of European nations who are not members of NATO adopting a common foreign policy approach in their dealings with the European Economic Community.

The answer is in the negative.

Arising out of the answer to the previous Question, would the Minister for External Affairs say in what way the change in role to which the Taoiseach referred is likely to take place?

The what?

Can the Minister say what change is likely to take place?

The Taoiseach said our role might be affected.

He said it would change.

It might be affected— changed or affected.

How will it be affected?

It might be, but he went on to say, and his complete statement was, that we were strong supporters of the Charter of the United Nations and that we will continue to be so.

Is it the position that the Government have no idea of what is happening and that they are whistling in the dark to keep up their courage?

Nonsense.

You have no idea what is happening.
