asked the Minister for Local Government if he will set up a transport research unit to undertake the scientific study of all aspects of traffic and transport problems, with particular emphasis on investigation of road safety measures throughout the country.

I would refer the Deputy to the Dáil Debate on the Committee Stage of the Road Traffic Bill, 1960, in the course of which the matter raised by the Deputy was discussed at length. As I indicated then, I do not propose to set up a research unit as such on the lines suggested. I have, however, established a separate Road Traffic Section in my Department, whose chief objective at present is the bringing into operation of the Road Traffic Act, 1961, as quickly as possible. As part of their day-to-day work, the officers of this Section study every aspect of the road traffic problem; at this stage in particular, in the course of implementing the Act, they must of necessity carry out a full investigation of specific aspects of road safety, according as they arise on the various regulations to be made. For example, comprehensive regulations are being prepared on the subject of the construction, equipment and use of vehicles, including their lighting. This involves research and also consultation with various interests having specialised knowledge in the matter, as well as publication of the draft regulations in advance so that bodies interested in them can make any suggestions they think appropriate. In connection with the framing of speed limits under Part IV of the Act, in addition to the built-up area speed limit, speed limits for particular classes of vehicle, particularly buses and heavy lorries, are being considered.

The same type of procedure will apply in the making of other regulations which will be required to bring the Road Traffic Act, 1961, fully into operation.

As regards the road factor in accident causation, there is a working arrangement whereby the Garda advise road authorities of road sections with bad accident records. My Department have framed standards for road improvement which are designed to reduce accidents and improve traffic flow. Road equipment such as traffic signs helps to reduce accidents and the regulations on that subject are constantly under review. In the last year amending regulations and an order were made on this subject.

Special investigations are also undertaken, where such are considered desirable, for example, into the causes of particular types of recurring accidents or into the value of different kinds of road safety propaganda.
