asked the Minister for Transport and Power if he will make regulations under the Road Transport Acts exempting from the terms of that Act the transport of farmyard manure and unprocessed seaweed when carried by tractor and trailer for hire or reward.

There is no provision in the Transport Acts which would enable me to make the regulations suggested by the Deputy.

Farmyard manure is rarely offered as merchandise to be carried for reward and I am not aware that the operation of the Road Transport Acts gives rise to any practical difficulties in respect of it. Seaweed is generally carried by persons operating under licences issued under the Foreshore Act, 1933 and the holder of such a licence would not be subject to the restrictions on carriage for reward when removing such seaweed under the authority of that licence. I see no need to exempt the carriage of seaweed from transport restrictions.
