asked the Minister for Health whether his attention has been drawn to recent statements that the ambulance service, in spite of the devoted efforts of the ambulance and fire brigade men, is inadequately equipped and generally unsatisfactory, particularly outside the Dublin area; and whether he will carry out a review of this service generally with a view to providing a more satisfactory one throughout the country.

I have seen the statements referred to.

This matter was raised initially in relation to the ambulance service for accidents, operated by Dublin Fire Brigade. I am satisfied that the equipment at present provided for that service and the training arrangements in relation to the ambulance personnel concerned are satisfactory.

A comprehensive review of ambulance and allied services throughout the country was initiated some time ago. Health authorities are being asked to supply detailed information under a wide variety of headings and when the information has been supplied, defects brought to light can be remedied.

Would the Minister say if it is correct that in rural Ireland one can obtain a job as an ambulance driver without any knowledge of first aid?

That may be, but I am not responsible for the personnel employed by the local authorities.

You are the Minister.

I have no control over local appointments and the Deputy knows that, I think.

Cabinet responsibility gone again.

The Cabinet is not responsible for looking after shoeblacks, is it?

If the Deputy would wish me to put the local authorities into straitjackets in relation to minor appointments, I put it to the Deputy that he should take responsibility for it.

Let me put it this way: if the Minister thinks that putting the local authorities into straitjackets would mean the saving of lives, he should do it.

There is no one better qualified to do it.

If the Deputy gets the local authorities to put that up to me, we shall consider it on its merits.
