asked the Minister for Finance if he is aware that contractors working on Irish Government contracts are urged to buy the necessary materials in Ireland, but that there is no compulsion on contractors to do so; if he will consider introducing legislation similar to that in the United States which makes it obligatory to buy home materials unless they can be procured abroad 20 per cent. cheaper; and if this aspect of Government contracts has been considered by the Government, having regard to the fact that this country imported steel fabricated masts for Telefís Éireann.

I am aware that contractors working on Irish Government contracts are urged to buy the necessary materials in Ireland.

Works contracts are awarded subject to the condition that Irish materials are used wherever possible. If suitable Irish materials are available they are normally protected by duties or quantitative restrictions. Accordingly, there is no necessity for the introduction of legislation as suggested by the Deputy.

As regards the final part of the question, I wish to make it clear that the placing of contracts by Telefís Éireann is a matter for that body and such contracts are not subject to the procedure applicable to contracts placed by Government Departments.
