andMr. McQuillan asked the Taoiseach whether, in order to introduce a defence commitment binding members of the EEC, a new treaty would have to be negotiated.

The existing members of the European Economic Community have certain defence commitments under the North Atlantic Treaty to which they are all parties. If, however, the Deputies have in mind a commitment confined only to members of EEC, the present provisions of the Rome Treaty would require to be extended.

Could I ask how such a change would be brought about? Would it need a unanimous decision by the members or would it be by means of a simple majority?

I presume that any agreement would require unanimity on the part of those participating.
