asked the Minister for Industry and Commerce the reasons why garage owners may not import secondhand lorry tyres suitable for replacement on farm trailers; and if he will alter the quota restrictions to allow even limited imports so as to relieve farmers and tractor owners of the necessity of purchasing new tyres and tubes.

Manufacturers of trailers are allowed to import secondhand tyres for fitting to new agricultural trailers and I assume that supplies of secondhand Irish tyres are available to farmers. It would not be possible to devise a system of control which would ensure that secondhand tyres imported for resale by garage owners would be used only as replacements on agricultural trailers.
