asked the Minister for External Affairs what matters are taken into account when considering the desirability of establishing (a) embassies, (b) legations, (c) consulates-general, (d) consulates and (e) honorary consulates in any country.

The establishment of diplomatic missions and consular offices, career and honorary, is broadly determined by such considerations as the effective pursuit of the interests of the State in political, economic and other fields and the need to provide consular services.

It is of course obvious that in deciding whether to open a new diplomatic mission or consular office the Government must endeavour to strike a balance between the advantages which would flow from this step and the expenditure which it would involve.
