Mr. Ryan

asked the Minister for Finance whether he is aware of a recent court decision abroad that banks are not answerable to payees in respect of banks' guarantees on cheques; and if in order to remove any doubt about the matter he will introduce legislation to make banks which guarantee cheques answerable to the persons in whose favour such cheques are drawn, provided such cheques are presented by the payees within the periods specified in the guarantee.

I am not aware of any such court decision nor have I had any representations in this matter. I do not propose to take any action.
