asked the Minister for Posts and Telegraphs the present regulations governing the appointment of subpostmasters and subpostmistresses; and if any change has been made in the regulations since 1957.

asked the Minister for Posts and Telegraphs if suitability and convenience of premises is a relevant factor in the appointing of subpostmasters and subpostmistresses.

With your permission, a Cheann Comhairle, I propose to take Questions Nos. 77 and 78 together. The principal regulations governing the appointment of subpostmasters and subpostmistresses are unchanged since 1957. They are that the person must be 21 years of age or over, be of good health, character and financial standing and be able to offer suitable premises for the office. In assessing suitability of premises, the location of the premises and its adequacy in relation to the needs of the community to be served are taken into consideration. Other factors taken into account are the applicant's standard of education, ability to provide any assistance necessary for conducting the business of the office and likely aptitude for the work. The weight attached to these latter factors depends on the size of the office. A good knowledge of Irish is required for suboffices in the Gaeltacht.

Persons engaged in certain occupations are not normally eligible for appointment as subpostmaster.

Does that include the Guards?

Yes, but a Guard can be appointed a subpostmaster.

The last time the Minister included the Guards.
