asked the Minister for External Affairs whether, following the unfavourable comment made by Mr. Krishna Menon at the United Nations Security Council on 22nd June on Ireland's action in putting a resolution on the Kashmir dispute, he has received any other representations on the matter from the Indian Government; and if he will outline Ireland's policy in putting this resolution.

The comment referred to by the Deputy in the first part of his question was contained in the concluding Indian speech of the debate at the Security Council on the question of Kashmir. The vote upon the matter followed almost immediately.

In answer to the second part of the Deputy's question I may say that when the India-Pakistan question was put on the agenda of the Security Council it soon became very clear that the majority of members favoured the tabling and passing of a Resolution which would mark their deep concern at the continuation of the dispute, and strongly urge both parties to enter into negotiations at once in order to arrive at a peaceful settlement.

All the non-permanent members of the Security Council, with the exception of Rumania, entered upon discussions with a view to drafting an appropriate resolution. The Resolution which we finally tabled attracted only two negative votes out of eleven. In our opinion it went as far as possible to meet the preoccupations of India and Pakistan while fulfilling the duties and responsibilities imposed by the Charter upon members of the Security Council.
