asked the Minister for Local Government if he is aware that Mr. Joseph Herkin, Middletown, Rosbeg, County Donegal, commenced reconstruction of his house in February, 1961; that he was informed in May 1961, August 1961, January 1962, April 1962 and June 1962 that his file was with the local inspector of the Department for report; and that no grant has been paid to date; and, if so, if he will explain the delay and expedite payment.

Work was commenced in this case without prior examination and approval of the applicant's proposals. There has been considerable difficulty in consequence in establishing the extent of the work admissible for grant purposes, involving several references to, and inspections by, the Department's inspector. I am informed that the applicant now proposes to carry out extra work. The allocation of a grant on the basis of the assessed value of the works carried out and now proposed is under consideration. As the grant in this case is being dealt with under the provisions of Section 12 of the 1954 Act, payment cannot be made until all the works proposed by the applicant have been satisfactorily completed.
