Committee on Finance. - Control of Imports (Woven Woollen and Synthetic and Artificial Fabrics) (Amendment) Order, 1962: Motion of Approval.

I move:

That Dáil Éireann hereby approves of:

Control of Imports (Quota No. 13) (Woven Woollen and Synthetic and Artificial Fabrics) (Amendment) Order, 1962.

Section 4 (2) of the Control of Imports Act, 1934, provides that any Quota Order made under the Act and any Order similarly made amending a Quota Order shall cease to have effect on the expiration of six months from the date on which it is made unless it is approved by each House of the Oireachtas by resolution passed before the expiration of the said six months. The Order to be confirmed is the Control of Imports (Quota No. 13) (Woven Woollen and Synthetic and Artificial Fabrics) (Amendment) Order, 1962. The effect of the Order is to bring foam-backed material within the scope of the Quota Order No. 13. Fuller information regarding the Order is contained in the explanatory memorandum which already has been circulated to Deputies. I hope that the Order will have the approval of the House.

Can the Minister say if much of this cloth is sold?

Not much of it is sold at the present time. At the time the Order was made, it appears that makers-up were being particularly attracted to it because it has all the qualities of a heavy cloth normally made by our woollen mills—heat but not weight. A light woven textile attached to a foam-backed material would have the qualities of heat which a heavy woollen cloth would normally have. There is evidence of makers-up being attracted to this type of cloth. It was considered necessary, on the representations of millers, to have this Order made so as to ensure the protection to the millers that was already given by Quota Order No. 13.
