asked the Minister for Education if he will revise the scholarship scheme in order to permit county councils to grant as many university scholarships as they may deem necessary and to discontinue the scheme whereby they are awarded in proportion to primary-secondary scholarships.

This matter was fully discussed by Dáil Éireann in connection with the passing through the House of the Local Authorities (Education Scholarships) (Amendment) Act, 1961. It was then apparent that the majority of the Deputies agreed that the financial allocation laid down in the Act as between post-primary and University scholarships was a fair one. Nothing has happened in the meantime which would lead me to believe that the provisions of the Act in this respect have proved inequitable. I do not propose, therefore, to introduce amending legislation.

There was a general election in the meantime.

It did not change my opinion.

It changed the opinion of some of the Deputies.
