asked the Minister for External Affairs if Ireland is party to any international agreement which restricts the severity of prison sentences; and, if so, if he will take steps to draw attention to severe prison sentences imposed in France and America involving long periods of solitary confinement (particulars supplied).

The answer to the first part of the question is in the negative. As far as I am aware, no international convention of this character has been negotiated or is in contemplation.

Two men were sentenced to 20 years' solitary confinement. The days of barbarity are not gone.
