asked the Minister for Local Government if Section 4 of the County Management Act, 1955 enables the members of a local authority to direct a county manager to (a) employ extra staff to prepare plans for housing schemes and land acquisition, (b) acquire land for housing and local amenity schemes, (c) carry out designated works under the Local Authorities (Works) Act, 1949, and (d) acquire land for the purposes of providing building sites for Small Dwellings Acquisition Act houses.

As I stated in the course of a reply to Deputy Corish on the 6th November last, I have no function in relation to a specific resolution under Section 4 of the City and County Management (Amendment) Act, 1955, unless and until a dispute arises and is referred to me under subsection (10) of that Section. I could not therefore advise in advance as to the validity of any contemplated resolution under the Section.
