asked the Minister for Local Government if he will formulate proposals for the consideration of the Dublin and Cork Corporations whereby these bodies could build blocks of flats at economic rents for people of the middle income groups who do not qualify for existing public housing.

The formulation of such proposals are matters for the housing authorities concerned, subject to the terms of a circular letter sent to them on 12th October, 1960, which requires them first to make adequate provision for the housing of the priority classes.

The local authority cannot, under present planning legislation, do anything for the middle income groups. They can construct flats or houses for the working-classes. In Britain and elsewhere, provision is made to enable local authorities to erect flats at economic rents for the middle income group. In this city we have no economic rents for the type of people to whom I refer.

The Deputy is not asking a question.

I would ask the Minister to consider that matter.

It is up to the local authority to submit their proposals, in the first instance, and no such proposals have been submitted.
