asked the Minister for Local Government what alternative parking facilities for motorists are to be provided in Dublin city when the proposed new parking laws come into operation.

I made a rather lengthy statement in reply to a similar Question by Deputy Ryan on 28th November, 1962.

Since then, I have advised the Corporation, in effect, that they may charge to their annual Road Fund grant allocations their net expenditure on schemes for car parks in the central city area, with which they may proceed pending an examination of the problem of parking as part of the planning as a whole of the central city area. I should like, however, to emphasise that the primary purpose of parking restrictions is to assist in reducing traffic congestion and that the introduction of such restrictions cannot be postponed on the grounds that off-street parking facilities are not available for all who wish to use them.

asked the Minister for Local Government if he will give to shopkeepers and other interested parties who will be adversely affected by the proposed new parking laws in Dublin an opportunity to make representations before the new laws come into operation.

The Dublin Parking Bye-Laws were in the first instance prepared by the Commissioner of the Garda Síochána in consultation with the local authorities concerned. Any representations made by these bodies were considered by the Commissioner before he made the bye-laws on 5th December, 1962. The Commissioner submitted the bye-laws for my consent on 7th December, 1962, and notified each of the local authorities concerned on the same date that such submission had been made. No representations were received by me from any of these bodies and I gave my consent to the bye-laws on 26th January, 1963.

No doubt the Commissioner and the Corporation will study the working of the new bye-laws and will take account of all the relevant factors when considering any future amendments.
