asked the Minister for Justice if he will amend the Malicious Injury code to compel successful applicants for compensation to have proved malice.

I am at present examining the Report of an interdepartmental committee established in 1960 to consider the law relating to the payment of compensation for malicious injuries.

As I understand the position, malice in the legal sense of the term must be proved except where injuries to property are caused by persons unlawfully, riotously or tumultuously assembled together.
