Financial Resolutions. - Resolution No. 3—Income Tax and Sur-Tax.

I move:—

THAT provision shall be made to secure that income arising from lands, tenements or hereditaments to a person who is not the occupier shall, for the purposes of income tax (including sur-tax), be measured by the amount of the profit derived, and the Act giving effect to this Resolution may provide for the manner in which such profit is to be determined.

What does this mean?

This is changing the letting of lands from Schedule A to Schedule D. At present, they are paying on valuation. We are changing that.

It is also hitting the widow whose farmer husband has died.

Conceivably, yes, if she is assessable.

We will see how assessable she is on the Finance Bill.
