asked the Minister for Local Government if there are any rates of pay and conditions of employment laid down for temporary staff employed by local authorities on rates applotment; and, if so, what they are.

No specific rates of remuneration or conditions of employment have been laid down for temporary staff engaged by local authorities on rate applotment. Temporary officers engaged on this type of work would, however, come within the scope of the general direction which authorises payment to temporary officers, without the specific sanction of the Minister, of the minimum of the scale applicable to permanent officers, and which places certain limits on the periods for which individual temporary officers may be continuously employed by local authorities.

Will the Minister say if he considers that people who are employed on this type of work should be entitled to public holidays for which they qualify, or for annual holidays for which they qualify as a condition of employment?

Put the way the Deputy has put it—whether I think they would be entitled to something for which they qualify—I must say yes, if they qualify.

If they work the number of hours, they qualify.
