asked the Minister for Local Government the standard of education required of (i) a county manager, (ii) a county secretary, and (iii) a county accountant, and the university degrees held by the present occupants of these positions throughout the country.

The requirements in regard to education, training and experience for the posts of county manager, county secretary and county accountant are as follows:—

County Manager: "Each candidate must be well educated, possess a high standard of administrative experience and satisfactory experience in the organisation and control of staff, and possess a satisfactory knowledge of local administration and finance and of social legislation."

County Secretary: "Each candidate must be well educated, possess a satisfactory knowledge of (i) the law governing the exercise and performance of the powers, functions and duties of county councils (ii) the law governing the constitution and procedure of county councils (iii) local administration and finance and (iv) social legislation, and, possess a high standard of administrative experience and satisfactory experience in office organisation and in the control of staff."

County Accountant: "Each candidate must have attained a good standard in general education, have had satisfactory training in and experience of accountancy, and, possess a satisfactory knowledge of the Public Bodies Order and enactments relating to local government finance, including the collection of rates, rents, etc."

Complete information regarding the university degrees held by the present occupants of the positions of county manager, county secretary and county accountant is not available in my Department's records. Such information as is available shows that two county managers and four county secretaries are bachelors of arts and bachelors of commerce; three county managers, two county secretaries and two county accountants are bachelors of arts; three county managers, one county secretary and five county accountants are bachelors of commerce; one county secretary is a master of commerce, and one county secretary is a master of economic science and a bachelor of commerce.

asked the Minister for Local Government if he will state in respect of each of the officials set out hereunder the salary scale applicable to their positions on 1st January, 1940, and the date and amount of each increase given to them up to the present: (1) county manager, (2) county secretary, (3) county accountant, (4) county engineer, (5) chief assistant county engineer, and (6) assistant county engineer.

The information requested by the Deputy entails considerable research into Departmental files and records. This is being done as from 1942 when county managers were first appointed and as soon as it is completed the information will be forwarded to the Deputy.
