Mr. Ryan

asked the Minister for Justice why particulars are not available of fines imposed for offences relating to animals detained in pounds; and if, having regard to the common belief that the smallness of fines imposed and the infrequency with which the Gardaí detain wandering horses in pounds are the cause of so many wandering horses in Dublin housing estates, he will ensure that more effective measures are taken this winter to rid the city of the menace of wandering horses.

The records of proceedings in respect of wandering animals contain no reference to the question whether the animal was or was not detained in a pound, since this is not relevant to the charge before the court.

The Garda Síochána have recently been able to make special arrangements with CIE for the provision at short notice of lorries with loading ramps for the conveyance to pounds of horses found wandering on public roads in Dublin city and in areas on its perimeter, and it is hoped that those arrangements will result in an improvement in the situation.
