asked the Minister for Local Government whether he is aware that for many years farmers and dealers on fair and market days were permitted to display their cattle for sale on the streets of towns; that under the new parking regulations they are prohibited from now doing so; and that this is causing great inconvenience to all concerned; if he will indicate the powers under which an urban council may so act; and if he will arrange to have the former position restored as soon as possible.

I am not aware that parking regulations are having the effect referred to by the Deputy. Section 92 of the Road Traffic Act, 1961, provides that where any fair or market is held in any public place within the functional area of the corporation of a county or other borough, the council of a county or an urban district or the commissioners of a town, the corporation, council or commissioners may make such bye-laws as they consider necessary for securing the free passage of vehicular traffic through public roads on the occasion of fairs or markets. This section is substantially a re-enactment of section 157 of the Road Traffic Act, 1933, and therefore involves no significant change in the existing law. No bye-laws have yet been made by any local authority under section 92 although I understand that some are contemplating such action. If the Deputy will give me particulars of the case or cases he has in mind, I will be glad to examine the matter further.
