asked the Minister for Local Government when he expects to be in a position to indicate a date for the coming into operation of the new planning legislation.

A considerable amount of work has already been done on the drafting of regulations which it will be necessary to make before the Local Government (Planning and Development) Act, 1963, can be brought into operation in any area. I am not yet, however, in a position to indicate when the Act will be brought into operation.

Could the Minister give us any vague idea?

It will be a matter of months.

That could be the end of the year, then?

I sincerely hope not.

Is it possible for the Minister to introduce it section by section, in view of the fact that he has so much to do in the matter of making regulations, and so on?

I indicated during the course of the debate on the Bill that it would be introduced probably not to all the country simultaneously.

Would the Minister consider the idea of introducing it section by section in order to have the ground prepared?

That is the intention rather, but not necessarily section by section. It will be area by area.

I meant section by section.

I do not think that would really help us.

Is it not the Minister's intention that it should apply to Dublin and County Dublin first?

Dublin and County Dublin are practically always first.

I am worried about the number of unfinished estates we can do nothing about.

I understand that.
