I move:
That a supplementary sum not exceeding £1,170,000 be granted to defray the charge which will come in course of payment during the year ending on the 31st day of March, 1964, for Primary Education, including National School Teachers' Superannuation, etc.
This Supplementary Estimate is necessary to meet the cost of increases in salaries and other grants to teachers in classification national schools and increases in grants to capitation national schools. These increases arise from the implementation of (a) the findings of the Arbitration Board for National Teachers and (b) agreed recommendations of the National Teachers' Conciliation Council, on claims for increased salaries and other grants.
The Arbitration Board met on certain dates in April and May, 1963. The board's findings were accepted by the Government and as a result revised scales of salary and capitation grants were introduced with effect from 1st April, 1963, involving additional annual cost estimated at £700,000.
Following the acceptance by the Ministers for Education and Finance of recommendations of the National Teachers' Conciliation Council at meetings held in November and December, 1963, further increases in salaries of national teachers and in grants to capitation schools became operative from 1st September, 1963, and Children's Allowances payable to national teachers were increased as from 1st April, 1963. To meet these further increases, an additional £450,000 is needed in the present financial year.
A further sum of £20,000 is needed to meet increased superannuation awards resulting from the increased salaries.
