asked the Minister for Education if he is aware of the extreme dissatisfaction of secondary teachers with the recent arbitration proceedings and findings resulting in their refusal to participate in the forthcoming certificate examinations; and what action he proposes to take to remedy this.

The communications I have had from the Secondary Teachers' Organisation indicate that their dissatisfaction springs from the fact that two separate arbitrators, one who heard the national teachers case and the other who heard the secondary teachers case, decided that a certain relativity should exist as between the salaries of the two groups of teachers. What the Deputy is in effect asking me to do is to upset the relativity so established and to increase the differential as between the salary of national and secondary teachers. There can be no question of my taking such a course.
