asked the Minister for Finance if he will state, in the case of each Government Department, the number of non-established staff employed by the Department with (a) over 25 years' service, (b) between 20 and 25 years' service, (c) between 15 and 20 years' service, and (e) under ten years' service; whether he intends to take any steps to rectify the position in which employees are maintained in a non-established position over long periods of time; and, if so, when he intends to take any such rectifying action.

It is not possible from available statistics to give the information sought by the Deputy in the first part of the question. Compilation of the information would entail a disproportionate expenditure of time and labour.

Regarding the second part of the question the establishment of unestablished classes is a matter to be dealt with under the scheme of conciliation and arbitration for the civil service and is in fact being dealt with under the scheme.
