asked the Minister for Local Government if the permission of the planning authority, under the Town and Regional Planning Acts, is required for the reconstruction of a dwelling house where no structural alterations take place and where there is no increase in floor area.

The Town and Regional Planning Acts, 1934 and 1939, apply to the construction, demolition, alteration, extension, repair or renewal of structures irrespective of whether or not the floor area of the structure is increased.
