Business of Dail: Motion.

I move:—

That notwithstanding anything to the contrary contained in Standing Orders, the following provisions in respect of sittings shall apply on Wednesdays until the adjournment for the Summer Recess:—

(a) the Dáil shall meet at 10.30 a.m.;

(b) Questions to Ministers shall be taken at 3 p.m., at which time business under consideration shall be interrupted;

That the time allotted to complete the consideration in Committee on Finance of each of the Estimates and groups of Estimates for Public Services for the year ending 31st March, 1965 as set out in the Schedule hereto shall not exceed in the aggregate the period set out opposite thereto in column (i) of the Schedule;

That at the expiration of each prescribed period, if the proceedings on the Estimate or group of Estimates to which it has reference have not previously been concluded the Chair shall, subject to the provisions of the Order of the 14th November, 1963 relating to Divisions on Estimates for Public Services, put forthwith and successively the questions necessary to bring the said proceedings to a conclusion;

That in respect of each Estimate or group of Estimates the member of the Government who is to conclude the debate, if not already called upon, shall be called upon at the interval of time before the expiration of the appropriate prescribed period which is set out in column (ii) of the Schedule.

Consultations have taken place between the Party Leaders and Whips with a view to arranging for the completion of the business of the present Dáil session by 2nd July. The adjournment of the Dáil by that date for a period of four months is needed to enable works of reconstruction now in progress to be completed. The arrangements which have been agreed include the allocation of a total of 90 hours Dáil time for the completion of the remaining Estimates apart from the Estimates for the Department of the Taoiseach. The amount of time to be allocated for each Estimate was agreed among the Opposition Parties and as set out in the motion I have moved. It was also agreed to restrict the legislative programme to measures which it is essential to have enacted before the recess. These include the Fisheries (Amendment) Bill which has yet to be introduced, a Bill to amend the Control of Imports Acts, a Bill to deal with the special insurance problem, Courts (Supplemental Provisions) Bill, the Pawnbrokers Bill, the Civil Liability Bill, the Transport Bill which is in progress, the Agriculture (Amendment) Bill, the Diseases of Animals (Amendment) Bill, the Finance Bill which has to be completed, the Appropriation Bill, a Comptroller and Auditor-General Bill, the Social Welfare Bill, the Sanitary Services Bill, the Bill relating to remuneration of Ministers and Deputies, etc., and the Land Bonds (Amendment) Bill. There are also three motions on the Order Paper dealing with the national teachers' superannuation scheme, a Transport Act Order and a State Guarantees Act Order.

It has also been decided that we should commence meetings of the Dáil on each Wednesday, starting from Wednesday next, at 10.30 a.m. involving a 12-hour sitting on that day. In the event of any of the Estimates being disposed of in a lesser number of hours than that indicated in the motion, the Whips will consider whether any change in the motion is needed. The Estimate for the Department of the Taoiseach will be combined with the Adjournment Debate and will be the final business of the session.

The outline given by the Taoiseach correctly reproduces the result of discussions which have taken place and which arose as a result of representations by the Government that it was necessary to adjourn on 2nd July in order to facilitate the contracting work proceeding in regard to the buildings here, and there appear to be sound and good reasons why the contractors should be given this facility. In the terms of the Taoiseach's statement, we are prepared to agree to this motion.

We also agree to the arrangement that has been made and are glad the contentious Land Bill which has caused the hold-up in the House has been adjourned.

The Deputy ought not to start introducing controversy. It is necessary that at least one section of the Land Bill relating to the limitation on the issue of Land Bonds should be dealt with and a special Bill to deal with that section will be introduced.

We shall agree to that.
