asked the Minister for Posts and Telegraphs if he will consider the issue of a special stamp each Christmas to commemorate the occasion.

The suggestion of an annual Christmas stamp has been considered from time to time but has not been adopted because, among other reasons, there are practical difficulties in the way of the issue of more than a few special stamps in each year.

What are the practical difficulties?

New stamps have to be designed. That is one. The second consideration is the question of having them printed. Of course, a matter of this kind is subject to other considerations and a different decision might be taken if circumstances warranted it.

Surely a supply of stamps could be printed which could be used for the next ten years?

There are other considerations.

What are the other considerations? Has the Minister to consult the Minister for Finance?
